China Unveils Action Plan to Drive High-Quality Development in New Energy Storage Manufacturing

On January 17, eight Chinese ministries, including the Ministry of Industry and Information Technology (MIIT), the National Development and Reform Commission (NDRC), and the Ministry of Education, jointly released the "Action Plan for High-Quality Development of the New Energy Storage Manufacturing Industry" (referred to as the "Action Plan").

On January 17, eight Chinese ministries, including the Ministry of Industry and Information Technology (MIIT), the National Development and Reform Commission (NDRC), and the Ministry of Education, jointly released the "Action Plan for High-Quality Development of the New Energy Storage Manufacturing Industry" (referred to as the "Action Plan"). The goal is for China’s new energy storage manufacturing sector to gain a significant international competitive edge across its entire value chain by 2027.

The new energy storage manufacturing industry covers the production of key components such as energy storage systems, information processing technologies, and safety control solutions for energy storage systems. According to the MIIT, China’s new energy storage industry has seen rapid growth in recent years, with the market expanding steadily, the industrial chain being rapidly completed, and breakthroughs in critical technologies. Leading enterprises are emerging, and a global development framework is beginning to take shape.

The Action Plan aims to harness new-generation information technologies and renewable energy as primary drivers of growth, while advancing the high-quality development of the new energy storage manufacturing sector. By 2027, the plan envisions a significant improvement in the sector’s innovation capacity and competitiveness, with an emphasis on high-end, intelligent, and sustainable development. The industry ecosystem is expected to be further refined, with the emergence of 3-5 leading companies and the development of a more concentrated, regionally focused industrial landscape.

The Action Plan outlines six key initiatives:Innovation in New Energy Storage Technologies, Promoting Industrial Synergy and Collaboration, Upgrading and Transforming the Industry, Expanding Demonstration and Application Scenarios, Strengthening the Industrial Ecosystem, Enhancing Trade and Investment Cooperation.

The MIIT has also urged local governments to implement policies that support technological innovation and the transformation of the new energy storage manufacturing sector. The plan encourages breakthroughs in critical technologies and the establishment of pilot programs for multi-scenario applications. Furthermore, the MIIT aims to establish a unified national market and strengthen the regulation of the lithium battery industry to ensure long-term, sustainable development.
